Estonian citizenship

• Birth right, if either parent is an Estonian national;
• Naturalization

Main requirements for a foreign national when applying for an Estonian passport:

1. Applicant has to be 15 years old
2. Legal residence in the country for at least 8 years, five of which are required to be without the leaving of its territory beyond the period prescribed by law
3. Estonian language proficiency, except graduates of Estonian universities and persons under 15 years of age
4. Pass the test on the Estonian Constitution and Citizenship Act
5. Availability of funds sufficient for living in Estonia, as well as permanent accommodation in the country
6. Taking of the constitutional oath

The distinct category of permanent residents, who have made invaluable contributions to the development of the country, can be considered. This category involves athletes, academics, etc. Annual quota for granting citizenship for persons from this category stands for five per cent maximum.

The application is considered upon submission of all required documents to the Citizenship and Migration Department. Consideration period lasts up to 6 months. Within this period it is required to reconfirm the intention.

It is also expected from an alien to renounce his homeland citizenship, and after that the representative of the Department applies to Government concerning Estonian passport issuance.
