General concepts
In Ukraine there are two main means that control the issues, regarding Ukrainian citizenship: The Constitution of Ukraine and the Law of Ukraine “Про громадянство України”.
The whole process of obtaining Ukrainian citizenship is stated in “Порядку провадження за заявами і поданнями з питань громадянства та виконання прийнятих рішень”, approved by a Presidential Decree of 27 March, 2001 #215.
Applying for Ukrainian citizenship is solely the foreigner’s initiative. A foreigner or a stateless person can apply for Ukrainian citizenship if they renounce of their previous citizenship during the first two years after becoming a Ukrainian citizen.
A foreigner or a stateless person must provide a signed and dated application. The application and required documents must be provided in person.
Children can obtain Ukrainian citizenship through one of their parents or an official representative at their residing place.
14-18 year old children must write an agreement on becoming Ukrainian citizens.
After marriage, an under aged person is considered a full-fledged citizen, therefore he or she must provide the application for Ukrainian citizenship and other required documents in person.
If the applier due to his or her illiteracy or disability cannot sign the application, their trustee can do it.
If the applier is facing some insurmountable obstacles (a serious disease, natural disaster etc.), the documents for Ukrainian citizenship can be provided by a trustee or by post.
It is possible for a caretaker to apply for citizenship for a person with disabilities.
Foreigners that have successfully obtained Ukrainian citizenship and have renounced of their previous citizenship receive a temporary Ukrainian identification card. They will receive a Ukrainian passport as soon as the previous country has officially deprived them of their previous citizenship or when they provide a declaration about renouncement.

Obtaining Ukrainian citizenship

As provided in Article 9 of the Law of Ukraine Закона Украины «О гражданстве», the requirements for admission to Ukrainian citizenship are:
- Individuals must recognize and respect the Constitution and Laws of Ukraine;
- Individuals must possess an immigration permit, unless they are refugees or asylum-seekers in Ukraine or foreigners/stateless individuals that have moved to Ukraine for permanent residency before the Law of Ukraine “Про імміграцію” was adopted (August 7, 2001) and have a 1974-sample USSR citizen passport with a citizenship stamp or obtained a Ukrainian permanent residence permit;
- Individuals must demonstrate proficiency in the Ukrainian language to a level sufficient to maintain communication, unless they have some disabilities (blind, deaf, mute people);
- Individuals must have enough legal sources to take care of themselves, unless they are refugees or asylum-seekers in Ukraine;
Stateless individuals must provide a declaration of the absence of foreign citizenship; foreigners need to provide an obligation to renounce of previous citizenship; foreigner with multiple citizenships are obligated to renounce of them.
Refugees and asylum-seekers in Ukraine need to provide a declaration of renunciation of citizenship and a document confirming their status. Foreigners that do not have to provide a statement of renunciation: individuals from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country; individuals from countries that have international agreements with Ukraine about renunciation of citizenship after the citizen of that countries becomes a Ukrainian citizen. During two years after becoming a Ukrainian citizen, a foreigner must provide the Ukrainian migration body with a statement of renouncement of previous citizenship issued by a corresponding body in the country of the foreigner’s previous citizenship. If the person is eligible to obtain such a document, but due to reasons within and beyond the person’s control, he or she must provide a declaration of renunciation of citizenship.
Individuals must legally reside on the territory of Ukraine continuously during the past five years
Exceptions: foreigners that are married to Ukrainian citizens for more than two years and foreigners that were married to Ukrainian citizens for more than two years, but their spouse perished. However, the two-year period does not apply to foreigners that have obtained an immigration permit due to Point 1 of the third part of Article 4 of the Law of Ukraine
“Про імміграцію”. For refugees and asylum-seekers in Ukraine, the period of legal continuous residence in Ukraine is set during three years after they have received their refugee and asylum-seeker in Ukraine status. The period for stateless individuals is set during three years after their arrival in the country.
Documents required to obtain Ukrainian citizenship:
For obtaining citizenship
- Two copies of the application for Ukrainian citizenship;
- Two photos printed on mat-surface paper (size: 4,5×3,5);
- Depending on the legal status of the person, one of these documents can be required as well:
- Stateless individuals need a declaration of the absence of foreign citizenship;
- Foreigners need a written obligation to renounce of the previous citizenship;
- Refugees and asylum-seekers in Ukraine need a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.
- You will also need one of the following documents:
- Foreigners must provide a copy of their passport and a document confirming their legal continuous residence in Ukraine (for 5 years);
- Stateless individuals need a certificate of a stateless person or any other document, as well as a document confirming their legal continuous residence in Ukraine (for 3 years).

- A permit to migrate to Ukraine;
- A copy of the USSR passport with a Ukrainian residence permit or a copy of Ukrainian permanent residence permit.
- You will also need one of the following documents:
- A document confirming the person’s knowledge of the Ukrainian language or understanding of it enough to communicate fluently with Ukrainian citizens. Such documents can be obtained from a local executive body or local government;
- An academic certificate or a diploma from a Ukrainian educational establishment, where the courses were taught in Ukrainian.
- A document confirming disability;
- A document confirming that the person has had a legal source of income for six months since he or she applied for Ukrainian citizenship or a bank statement confirming that the person possess finances not lesser than twenty living wages for a single person.
For foreigners that are married to Ukrainian citizens for more than two years and have a migration permit
- Two copies of the application for Ukrainian citizenship;
- Two photos printed on mat-surface paper (size: 4,5×3,5);
- Depending on the legal status of the person, one of these documents can be required as well:
- Stateless individuals need a declaration of the absence of foreign citizenship;
- Foreigners need a written obligation to renounce of the previous citizenship;
- Refugees and asylum-seekers in Ukraine need a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.
- You will also need one of the following documents:
- A permit to migrate to Ukraine;
- A copy of the USSR passport with a Ukrainian residence permit or a copy of Ukrainian permanent residence permit;
- You will also need one of the following documents:
- A document confirming the person’s knowledge of the Ukrainian language or understanding of it enough to communicate fluently with Ukrainian citizens. Such documents can be obtained from a local executive body or local government;
- An academic certificate or a diploma from a Ukrainian educational establishment, where the courses were taught in Ukrainian.
- A document confirming disability;
- A document confirming that the person has had a legal source of income for six months since he or she applied for Ukrainian citizenship or a bank statement confirming that the person possess finances not lesser than twenty living wages for a single person.
- A copy of the spouse’s Ukrainian passport;
- A marriage certificate (confirming it has been lasting for two and more years).
For foreigners or stateless individuals that have obtained an immigration permit due to Point 1 of the third part of Article 4 of the Law of Ukraine (foreigners or stateless individuals that are parents of Ukrainian citizens, meaning the child was born in Ukraine, are allowed to obtain a migration permit)
- Two copies of the application for Ukrainian citizenship;
- Two photos printed on mat-surface paper (size: 4,5×3,5);
- Depending on the legal status of the person, one of these documents can be required as well:
- Stateless individuals need a declaration of the absence of foreign citizenship;
- Foreigners need a written obligation to renounce of the previous citizenship;
- Refugees and asylum-seekers in Ukraine need a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.

- The spouse’s death certificate.
For children residing in Ukraine one of whose parents has a migration permit with a child
- A copy of the child’s birth certificate;
- An agreement on becoming Ukrainian citizens written by 14-18 year old children;
- Depending on the legal status of the person, one of these documents can be required as well:
- Stateless individuals need a declaration of the absence of foreign citizenship;
- Foreigners need a written obligation to renounce of the previous citizenship;
- Refugees and asylum-seekers in Ukraine need a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.
Grounds for refusal of granting Ukrainian citizenship:
- The person has committed a crime against humanity or participated in genocide;
- The person has committed a felony in Ukraine or in any other country considered as a serious crime in Ukraine and failed to disclose it.

Ukrainian citizenship at birth

According to Article 7 of the Law of Ukraine «О гражданстве», these are the grounds to obtain citizenship at birth:
At birth, one or both parents were Ukrainian citizens:
At birth, the parents were stateless and legally resided in Ukraine
At birth, stateless parents were away from Ukraine but now are legally residing at the country and did not obtain a foreign citizenship
- An application to obtain Ukrainian citizenship at birth;
- A copy of this person’s birth certificate or of another document, which confirms that the person was not born in Ukraine;
- A copy of one or both parents’ permanent residence permit or of another document that confirms the fact that the person, born not in Ukraine, has been legally residing in the country;
- A declaration confirming that the person does not obtain a foreign citizenship at birth.
At birth, the parents were foreign citizens, legally residing in Ukraine and the person did not obtain one of the parents’ citizenship
- An application to obtain Ukrainian citizenship at birth;
- A copy of this person’s birth certificate;
- A copy of the parents’ passports or of another document that confirms them having a foreign citizenship as the person was born;
- A copy of a document that confirms the fact that at birth the person’s parents have been legally residing in Ukraine;
- A declaration confirming that the person does not obtain one of the parents’ citizenship at birth.
At birth, the foreign and the stateless parent were legally residing in Ukraine and the person did not obtain the parent’s foreign citizenship
- An application to obtain Ukrainian citizenship at birth;
- A copy of this person’s birth certificate;
- A copy of the parents’ documents, which confirm that as the person was born, one of the parents was a foreign citizen and the other was stateless;
- A copy of a document that confirms the fact that at birth the person’s parents have been legally residing in Ukraine;
- A declaration confirming that the person does not obtain the parent’s citizenship at birth.
At birth, the parents were refugees or asylum-seekers in Ukraine and the person did not obtain the parents’ citizenship
- An application to obtain Ukrainian citizenship at birth;
- A copy of this person’s birth certificate;
- A copy of one or both parents’ documents confirming that, at the moment of the person’s birth, the parents obtained refugee or asylum-seekers status;
- A declaration confirming that the person does not obtain one of the parents’ citizenship at birth.
The person was born in Ukraine, but the parents’ identity is unknown
Documents, required to obtain Ukrainian citizenship at birth are submitted to corresponding local or governmental bodies at the person’s residence place.

Obtaining Ukrainian citizenship for children, when their parents (or one of them) become Ukrainian citizens
The price and processing time depends on the personal circumstances of the applier.
According to Article 14 of the Law of Ukraine «Про громадянство», there are several ways for a child to become a Ukrainian citizen:
- A stateless child whose parent is a Ukrainian citizen, and the other is stateless, obtains Ukrainian citizenship after the Ukrainian parent’s motion;
- A foreign or stateless child whose parent is a Ukrainian citizen, and the other is a foreign citizen, obtains Ukrainian citizenship after the Ukrainian parent’s motion;
- A foreign or stateless child whose parents became Ukrainian citizens, obtains Ukrainian citizenship after one of the parent’s motion;
- A foreign child whose parent is a Ukrainian citizen, and the other is a foreign citizen, obtains Ukrainian citizenship after the Ukrainian parent’s motion;
- In cases, stated in this article, the date of becoming a Ukrainian citizen is the date of the citizenship’s registration.
Required documents for a child to obtain Ukrainian citizenship, when their parents (or one of them) become Ukrainian citizens:
If the child is stateless or a foreigner and one of the parents is a Ukrainian citizen and the other is stateless:
- An application for the child to become a citizen of Ukraine, because of the parents’ obtaining Ukrainian citizenship; (submitted by the Ukrainian parent);
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years);
- A copy of the child’s birth certificate;
- A declaration confirming that the child is a foreigner or a stateless person;
- A copy of the parent’s Ukrainian passport or any other document that confirms Ukrainian citizenship;
- A copy of the document that confirms the stateless status of the other parent;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years).
Grounds for refusal of granting Ukrainian citizenship for children when their parents (or one of them) become Ukrainian citizens:
- The submitted documents do not correspond with the Ukrainian Law;
- The applicant does not possess the required documents.

Ukrainian citizenship by geographic origin

As provided in Article 8 of the Law of Ukraine Закона Украины «О гражданстве», a person can obtain Ukrainian citizenship by geographic origin if:
- A person or at least one of his/her parents, grandparents, siblings, son, daughter, or grandchild were born or permanently resided, until August 24, 1991, on the territory that became the territory of Ukraine according to the Law of Ukraine on Legal Succession of Ukraine;
- A person or at least one of his/her parents, grandparents, siblings were born or permanently resided on other territories that at the time of their birth or during their permanent residence were part of the Ukrainian People’s Republic, the West Ukrainian People’s Republic, the Ukrainian State, the Ukrainian Socialist Soviet Republic, Zakarpattia Ukraine, the Ukrainian Soviet Socialist Republic (USSR), as well as stateless individuals and foreigners that have renounced of previous citizenship and applied for Ukrainian citizenship together with their under aged children become Ukrainian citizens.
A foreigner with multiple citizenships is obligated to renounce of them.
A foreigner that has obtained the status of refugee in Ukraine or asylum-seeker in the country must provide a renunciation of foreign citizenship as a refugee or an asylum-seeker in the country.
- Children that were born in Ukraine or were permanently residing in the Ukrainian SSR (or at least one of their parents, grandparents, siblings, son, daughter, or grandchild were born or permanently resided there) and are stateless or foreigners that renounced of their previous citizenship can become Ukrainian citizens after their parents (or one of them) or guardian provide an application;
- Children that were born in Ukraine after August 24, 1991, and were not granted Ukrainian citizenship at birth and are stateless or foreigners, who renounced of their previous citizenship can become Ukrainian citizens when one of their legal representatives files a corresponding motion.
- During two years after becoming a Ukrainian citizen, a foreigner must provide the Ukrainian migration body with a statement of renunciation of previous citizenship issued by a corresponding body in the country of the foreigner’s previous citizenship. If the person is eligible to obtain such a document, but due to reasons within and beyond the person’s control, he or she must provide a declaration of renunciation of citizenship.
- Foreigners that do not have to provide a statement of renunciation: individuals from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country; individuals from countries that have international agreements with Ukraine about renunciation of citizenship after the citizen of that countries becomes a Ukrainian citizen; foreigners considered as refugees in Ukraine or asylum-seekers; stateless individuals.
- In cases that correspond to this article, the data of becoming a Ukrainian citizen is considered the day when the person is registered as one.
- An individual that has become a Ukrainian citizen and has provided a declaration of renunciation of foreign citizenship is obligated to return the previous passport or any other identification document to the corresponding body of that country. Refugees and asylum-seekers in Ukraine are not obligated to do so.
Documents required to obtain Ukrainian citizenship by geographic origin:
For a person born or residing on the territory (or his/her relatives born or residing) until August 24, 1991, which became modern Ukraine according the Law of Ukraine «Про правонаступництво України»:
- An application for obtaining of Ukrainian citizenship by geographic origin ;

- Depending on the legal status of the person, one of these documents can be required as well:
- Stateless individuals must provide a document, which confirms that they do not obtain a foreign citizenship;
- Foreigners need to provide a written obligation to renounce of previous citizenship;
- Refugees and asylum-seekers in Ukraine need to provide a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.

If one of the parents applies to obtain Ukrainian citizenship by geographic origin, he or she has to write a motion for their under aged child to obtain Ukrainian citizenship as well and provide these documents:
- A copy of the child’s birth certificate;
- An agreement on becoming Ukrainian citizens written by 14-18 year old children;

Obtaining Ukrainian citizenship for children after establishment of guardianship by Ukrainian citizens

According to Article 12 of the Law of Ukraine «Про громадянство», there are several ways for a child to become a Ukrainian citizen:
- A foreign or stateless child whose legal guardian (one or both) is a Ukrainian citizen and the other one is a stateless person, is granted Ukrainian citizenship as soon as the court’s decision on guardianship is made or came into force;
- A foreign or stateless child who resides in Ukraine and whose legal guardian (one or both) is a Ukrainian citizen and the other one is a foreigner, is granted Ukrainian citizenship as soon as the court’s decision on guardianship is made or came into force, if the child is not granted the citizenship of the foreign guardian;
- A foreign or stateless child who lives in institutional care or in health care institutions and the administrations of those facilities are their guardians, is granted Ukrainian citizenship as soon as he or she enters such an establishment, in cases when the parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found;
- A foreign or stateless child who lives in a family type children’s home, an adoptive family or in a foster family, where at least one of the stated legal guardians is a Ukrainian citizen, as soon as the child enters a family type children’s home or becomes a part of an adoptive/foster family, in cases when the parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found.

- A copy of the document that confirms the other guardian’s foreign citizenship;
- A declaration confirming that the adopted child is a foreigner or a stateless person;
- A copy of the court’s or child-care authorities’ decision on adoption;
- A document confirming the child’s permanent residency in Ukraine;
- A declaration that after adoption, the child did not obtain a foreign citizenship.
If the child’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found and he or she lives in institutional care or in health care institutions and the administrations of those facilities are their guardians:
- An application for the child to become a citizen of Ukraine after establishment of guardianship by Ukrainian citizens;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years);
- A copy of the child’s birth certificate;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years);
- A document confirming that the child has continuously lived in such establishments;
- A document confirming that the child’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found.
If the child’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found and he or she lives in a family type children’s home, an adoptive family or in a foster family, where at least one of the stated legal guardians is a Ukrainian citizen:
- An application for the child to become a citizen of Ukraine after establishment of guardianship by Ukrainian citizens;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years);
- A copy of the child’s birth certificate;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years);
- A document confirming that the child’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the child’s parents cannot be found;
- The document on the child’s adoption;
- A copy of the guardians’ Ukrainian passport or any other document that confirms Ukrainian citizenship.
If a foreign or stateless adult, adopted as a child by Ukrainian citizens, but due to some sircumstances did not obtain Ukrainian citizenship:
- An application for the person to become a citizen of Ukraine after establishment of guardianship by Ukrainian citizens;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm);
- A copy of the person’s birth certificate;
- A declaration that after adoption, the child did not obtain a foreign citizenship. If the person has pne, then he or she must renounce of it;
- A copy of the former guardians’ Ukrainian passport or any other document that confirms Ukrainian citizenship.
If this document cannot be submitted, a corresponding certificate from a local State migration body must be provided.
Moreover, one of these documents is required as well:
- A copy of the court’s or child-care authorities’ decision on adoption;
- A document stating that as a child, the person lived in institutional care or in health care institutions and the administrations of those facilities were their guardians, as the person’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the person’s parents cannot be found;
- A document stating that as a child, the person lived in a family type children’s home, an adoptive family or in a foster family, as the person’s parents died or are deprived of parental rights, are declared missing, disabled or dead or if the person’s parents cannot be found.

Restoration of Ukrainian citizenship

According to Article 10 of the Law of Ukraine «Про громадянство», a person can restore Ukrainian if:
- A stateless individual that was renounced of Ukrainian citizenship and has applied for restoration of this citizenship is registered as a Ukrainian citizen, regardless of their permanent place of residence (Ukraine or abroad), as there are no circumstances stated in the fifth part of Article 9 of this law.
- After the individual was renounced of Ukrainian citizenship, he or she obtained one or more foreign citizenships and then has returned to Ukraine for permanent residence and has applied for restoration of Ukrainian citizenship, as well as renounced from previous citizenships, as there are no circumstances stated in the fifth part of Article 9 of this law.
A foreigner with multiple citizenships is obligated to renounce of them.
A foreigner that has obtained the status of refugee in Ukraine or asylum in the country must provide a renunciation of foreign citizenship as a refugee in Ukraine or an asylum-seeker in the country.
During two years after becoming a Ukrainian citizen, a foreigner must provide the Ukrainian migration body with a statement of renouncement of previous citizenship issued by a corresponding body in the country of the foreigner’s previous citizenship. If the person is eligible to obtain such a document, but due to reasons within and beyond the person’s control, he or she must provide a declaration of renunciation of citizenship.
- Foreigners that do not have to provide a statement of renunciation: individuals from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country; individuals from countries that have international agreements with Ukraine about renunciation of citizenship after the citizen of that countries becomes a Ukrainian citizen; foreigners considered as refugees in Ukraine or asylum-seekers; stateless individuals.
- Applications of people that have been deprived of Ukrainian citizenship because of illegally purchasing it, fake documents or documents containing false date (consciously submitted) will be automatically declined, as well as those applications that are managed by Article 21 of this law.
- In cases that correspond to this article, the data of becoming a Ukrainian citizen is considered the day when the person is registered as one.
- An individual that has become a Ukrainian citizen and has provided a declaration of renunciation of foreign citizenship is obligated to return the previous passport or any other identification document to the corresponding body of that country. Refugees and asylum-seekers in Ukraine are not obligated to do so.

Temporary certificate of a citizen of Ukraine

A foreigner can obtain a temporary certificate of a citizen of Ukraine as he or she reaches 16 years and obliges to renounce of previous citizenship during two years after becoming a Ukrainian citizen.

- In case of establishment of child’s maternity, whose father is a foreigner or a stateless person and mother obtained Ukrainian citizenship, the child may obtain Ukrainian citizenship, regardless of where the child was born and resided.
- If the acknowledgment of paternity or maternity, or establishment of paternity or maternity took place after the child reached the age of maturity and he or she is a stateless person, the child may obtain Ukrainian citizenship, regardless of where the child was born and resided, according to the first-fourth parts of this Article.
- If the acknowledgment of paternity or maternity, or establishment of paternity or maternity took place after the child reached the age of maturity and he or she is a foreigner, the child may obtain Ukrainian citizenship, regardless of where the child was born and resided, according to the first-fourth parts of this Article if the person has applied for Ukrainian citizenship and renounced of the previous.
- According to parts first-fifth of this Article, the date of becoming a Ukrainian citizen is the child’s date of birth or the date of becoming a Ukrainian citizen be the mother or father, who were acknowledged or established as parents, if the citizenship was obtained after the child’s birth.
- In cases stated in the sixth part of this Article the date of obtaining Ukrainian citizenship is the date of registration of the citizenship.
List of required documents to obtain Ukrainian citizenship through acknowledgement of paternity/maternity or through establishment of paternity/maternity:
If the mother of the child is a foreigner/stateless person and the father is a citizen of Ukraine:
- An application for the child to become a citizen of Ukraine because of the father’s citizenship;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years);
- A copy of the child’s birth certificate;
- A copy of the father’s passport or any other document that confirms his Ukrainian citizenship;
- If the mother or the child’s official representative apply for the child to obtain Ukrainian citizenship because of the acknowledgment of paternity of a Ukrainian citizen and for some reason cannot submit a copy of the father’s passport, then a declaration of the father’s citizenship can be submitted instead.
- A copy of the court’s decision on the acknowledgement of paternity;
- A document, which confirms that the mother is a foreigner or a stateless person;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years).
If the father of the child is a foreigner/stateless person and the mother is a citizen of Ukraine:
- An application for the child to become a citizens of Ukraine because of the mother’s citizenship;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has reached seven years old);
- A copy of the child’s birth certificate;
- A copy of the mother’s passport or any other document that confirms his Ukrainian citizenship;
- If the father or the child’s official representative apply for the child to obtain Ukrainian citizenship because of the acknowledgment of paternity of a Ukrainian citizen and for some reason cannot submit a copy of the mother’s passport, then a declaration of the mother’s citizenship can be submitted instead.
- A copy of the court’s decision on the acknowledgement of maternity;
- A document, which confirms that the father is a foreigner or a stateless person;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years).
If the mother is foreigner/stateless person and the father, who has established paternity, is a citizen of Ukraine:
- An application for the child to become a citizens of Ukraine because of the father’s citizenship;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years old);
- A copy of the child’s birth certificate;
- A statement from the migration service confirming that the father obtains Ukrainian citizenship;
- If for some reason the statement cannot be submitted, a declaration of the father being a Ukrainian citizenship can be submitted instead.
- A copy of the court’s decision on the establishment of paternity;
- A document, which confirms that the mother is a foreigner or a stateless person;
- A statement of consent for the child to obtain Ukrainian citizenship (for children aged 14 to 18 years).
If the father is foreigner/stateless person and the mother, who has established maternity, is a citizen of Ukraine:
- An application for the child to become a citizens of Ukraine because of the mother’s citizenship;
- Two photographs printed on mat-surface paper (size 4,3 x 3,4 cm; if the child has become seven years old);
- A copy of the child’s birth certificate;
- A statement from the migration service confirming that the mother obtains Ukrainian citizenship;

- Refugees and asylum-seekers in Ukraine need a declaration of renunciation of citizenship and a document confirming their status;
- Foreigners from countries, where there is a system of automatic renunciation of citizenship after becoming a citizen of another country need to provide an application for changing their citizenship.
If the applicant is an adult person (stateless or a foreigner), whose father is a foreigner/stateless person and the mother acknowledged maternity after the child’s reaching maturity and is a citizen of Ukraine:

Grounds for refusal of granting Ukrainian citizenship:
- The submitted documents do not correspond with the Ukrainian Law;

Certificate of registration as a Ukrainian citizen
- Processing period – up to 3 days

According to Articles 3 and 6 of the Law of Ukraine «Про громадянство України» one can obtain a certificate of registration as a Ukrainian citizen, if they have legal basis for becoming a Ukrainian citizen and if they have submitted a written application to a local migration body.
The application should include:
- The applicant’s full name;
- Place of residence;
- The applicant’s personal phone number.
These documents should be included as well:
- A bank or post receipt or a code confirming payment for the service;
- Two photographs printed on mat-surface paper (size 4,5 x 3,5 cm);
Important! When you are applying for the certificate, make sure that there are no mistakes in your personal data.
If the applicant due to some grave circumstances cannot obtain the certificate in person, his parents (foster as well), guardian or guarantor can do it on behalf of the applicant, if they provide a passport or another document.
While applying for the certificate, the applicant must provide a passport (or another document with personal data), a document stating that the applicant has been legally residing in Ukraine or abroad. A Ukrainian notarized translation of the applicant’s documents can be required as well.
The processing time of the certificate is around 10 days.
The certificate of registration as a Ukrainian citizen has no time limits.
Grounds for refusal of granting the certificate:
The applicant obtained Ukrainian citizenship through proving false personal data, fake documents or the person concealed some facts that do not allow obtaining Ukrainian citizenship.
