Garry Davis, a former military pilot, theater actor, politician and pacifist, renounced American citizenship in 1948 and declared himself a citizen of the world. In 1953, he founded WSA (World Service Authority), a company that issues passports, birth certificates and other official documents.

The World Passport is a 40-page document with blue cover that is translated into 7 languages of the world: English, French, Spanish, Russian, Arabic, Chinese and Esperanto. The first 4 pages of the passport are for personal data of the owner, the rest are for visas. Any person can be the holder of such passport. A passport can be issued to each person (subject to the absence of problems with Interpol) for a period of 3 years, 5 years and 8 years.
